MILWAUKEE – Anyone who claims that teachers unions exist to improve public education is misinformed or lying.

The unions have become blatantly political organizations that spend most of their time and resources trying to maintain their domination of public schools and school budgets. When an occassional reformer, like Wisconsion Gov. Scott Walker, comes along and questions their self-serving agendas, they turn into political assasination machines….

…’We are, as a union, making some changes. We’re talking about reinventing ourselves and one of the things we’ve done this year is put full effort into changing the political process. … We got the district to pass out flyers to every K-8 student – the backpack flyer – to go home that says ‘go vote.’ We have teachers that organized buses at schools to bring parents out, high school students out. And finally, for the next 48 hours, that’s what we’re going to be doing – just get out to vote….

“The fast-track reconciliation instructions in Senate Democrats’ budget resolution are likely to be used to advance tax legislation.

The budget drafted by Sen. Kent Conrad (D-N.D.) allows the tax-writing Senate Finance Committee to move ‘jobs legislation’ through the reconciliation procedure, meaning with a simple majority rather than 60 votes.

Asked whether it would be used to extend expiring tax policies, such as the George W. Bush-era tax breaks for the middle class, Conrad said on Wednesday that it would be up to the Finance Committee to choose which jobs bill to push through using reconciliation.

‘Once we’ve given a reconciliation instruction, we don’t control how it’s used,’ said Conrad, chairman of the Senate Budget Committee. ‘The Finance Committee controls how it’s used.’

An extension of those tax breaks would be difficult to pass using the reconciliation language inserted by Conrad. The reconciliation bill must reduce the deficit by $2 billion over a five-year period, while an extension of those tax breaks would cost $619 billion during the same period, according to Conrad’s staff.

Conrad’s budget would extend those tax breaks without offsetting most of their cost, which is the policy supported by President Barack Obama.

Conrad told reporters he would oppose using the reconciliation instruction to pass a carbon emissions cap-and-trade scheme, as he did last year.

‘We had a commitment last year that it would not be used for cap-and-trade, and that would be my intention again this year,’ he said.

Sen. Judd Gregg (R-N.H.) warned that Democrats could use the reconciliation process to increase government spending, as they did with portions of the healthcare bill.

‘I don’t know what the $2 billion reconciliation instruction means,’ Gregg said. ‘To me, it means, regrettably, that the option has been put on the table again to dramatically increase the size of government using the reconciliation vehicle.”

“WASHINGTON, DC, March 11, 2010 (LifeSiteNews.com) – Senior GOP sources cited by Roll Call Thursday said that Senate Parliamentarian Alan Frumin has ruled that the controversial reconciliation procedure can only be used to push through a bill of health care ‘fixes’ after the president has signed the main Senate health bill into law.

The Parliamentarian’s office was responding to an inquiry from Republican leadership.

To relieve mistrust brewing between Senate Democrats and their House counterparts, who are being pressured to pass the Senate measure whole and unamended, some strategists had floated the option of first passing legislation in both chambers, through the process of reconciliation, that would act as a package of fixes favorable to House Democrats.

The decision of the parliamentarian, who is the official interpreter of Senate rules, eliminates that option – meaning the House would have to pass the Senate bill with no guarantees. This puts further strain on House Speaker Nancy Pelosi’s quest to gain the confidence of enough conservative Democrats to push the bill through.

However, the decision did not preclude the possibility of using reconciliation to offer a fix package after the Senate bill’s success – which appears to be the option more favored by Senate Democrats and the White House.

Yet several lawmakers have expressed wariness over vows from top Democrats that a ‘sweetening’ package would in fact follow as promised.  Earlier this month, Rep. Louise Slaughter (D-NY), Chairwoman of the House Rules Committee, suggested that the House should OK the Senate measure after receiving a ‘blood oath’ that senators would pass such a package later.

But Rep. Bart Stupak (D-Mich.,) one of a group of Democrat House lawmakers holding out against the bill, indicated that such ‘blood oaths’ would not suffice.

‘If they say ‘we’ll give you a letter saying we’ll take care of this later,’ that’s not acceptable because later never comes,’ Stupak told The Weekly Standard Tuesday.”
