EXCLUSIVE: Hillary Clinton’s unorthodox use of a private email account and personal server for government business exploited a loophole in the State Department’s FOIA, or Freedom of Information Act, process, according to the findings of the first Inspector General report to stem from her email scandal.
Congress asked the Office of Inspector General, the State Department’s independent watchdog, to investigate the issue following the revelation that Mrs. Clinton did not use a government email account while secretary of state.
Fox News reviewed the 25-page report and its findings before they were made publicly available.
The report reads in part:
‘FOIA neither authorizes nor requires agencies to search for Federal records in personal email accounts maintained on private servers or through commercial providers (for example Gmail, Yahoo, and Hotmail.) Furthermore, the FOIA Analyst has no way to independently locate Federal records from such accounts unless employees take steps to preserve official emails in Department record keeping systems.’
The report strongly suggests that it relies on employees at all levels to follow the regulations, and when personal email is used, to forward copies to a State Department account so that it can be captured….
Rules to which Hillary Clinton along with her minions in the State Department felt she was the exception, which explains failure or refusal to respond in a timely fashion, to FOIA requests.
They knew. They ALL knew and were party to the lack of transparency/cover up.

The top leadership of the State Department regularly botched open-records requests such as those for former Secretary Hillary Clinton’s emails, the department’s inspector general said in a report released Thursday that portrayed a staff who gave short shrift to its legal obligation to be transparent.
Department leaders ignored one request for Mrs. Clinton’s schedules “for several years,” and in another instance insisted it couldn’t find any records relating to Mrs. Clinton’s other emails — even though at the time, “dozens of senior officials” were aware of her unique email arrangement….
The bottom of page 9 – 10 (below) reports the lack of effort on the State Department part under various Secretaries of State to meet FOIA deadlines with Clinton’s State Department proving to be the most derelict in their duties.

The FBI has seized four State Department computer servers as part of its probe into how classified information was compromised on former Secretary of State Hillary Clinton’s private email system, according to people familiar with the investigation.
The four servers, which were located at the State Department’s headquarters building, were seized by the FBI several weeks ago. They are being checked by technical forensic analysts charged with determining how Top Secret material was sent to Clinton’s private email by State Department aides during her tenure as secretary from 2009 to 2013, said two people familiar with the probe. The people spoke on condition of anonymity because it is an ongoing investigation….
Obama administration attorneys attempting to distance themselves from the Clinton email server cover up are arguing that Clinton’s email server was a personal server and not under the purview of the State Department.
Judicial Watch, a conservative public interest law firm pursuing the emails, told a federal judge Tuesday that it would argue that the email account and the server Mrs. Clinton kept at her home in New York were always government property, so the State Department — not Mrs. Clinton — has an obligation to go through the emails and decide what should be released to the public….

Obama White House senior adviser Valerie Jarrett threw Hillary Clinton under the bus Wednesday at the Washington Ideas Forum, where she told interviewer Andrea Mitchell that the White House gave Clinton guidance forbidding her from using private email.
‘Yes, there were. Yeah, absolutely,’ Jarrett said when asked if the White House sent guidance to Cabinet secretaries about not using private email. ‘Obviously we want to make sure that we preserve all government records, and so there was guidance given that government business should be done on government emails and that if you did use a private email that it should be turned over….’
Several months ago, Ed Klein wrote an article in the New York Post in which he stated that with there being no love lost between the Obamas and the Clintons, it was Jarrett who leaked the details of Hillary Clinton’s email server to the friendly sources in the media.
According to the article, Jarrett used outside sources to ensure that the leak was not traceable back to herself or the White House.
In addition, news reports on Clinton’s email server was intentionally timed to break with Clinton’s announcement to run for president. Apparently, Jarrett smells blood in the water and is gearing up for the final takedown.
Hillary Clinton’s recently released emails includes a memo sent by David Brock titled, “Memo on Impeaching Clarence Thomas.”
The purpose of the document might suggest Clinton, or at least those closest to her and in her circle, are interested in impeaching Justice Thomas.
The document contains information from Brock about his book, The Real Anita Hill, and other similar points on Justice Thomas’s personal life.
The document contains details of Brock himself potentially intimidating women close to Justice Thomas. These details were from a 2001 New York Times article, in which the author reached out to a colleague of Thomas, Kaye Savage…’
What are the odds that if elected, Hillary Clinton will going after Clarence Thomas?????
Impeaching Thomas would mean one less Conservative judge in the Supreme Court. Say that they are clearing Hill’s name in the name of justice and besides, it is for the greater good. Greater good being tilting the balance of power that is already questionable in the Supreme Court even further left for decades to come.
